is there any “place to dowload the node red extension file without use blue os ?

You could try tether passthrough, or perhaps connecting your vehicle to a phone hotspot?
Otherwise you can download the relevant Docker image here, but you likely won’t be able to install it on your vehicle conveniently, because BlueOS does not yet support offline Extension installs.
