I am in pirate mode and my Rapoo C260 Camera with specifications of H.264 Output and 1080p or 4K resolution is getting a video that is stuttering. What do you think is the correct configuration for this camera?

From your screenshot you seem to have configured a YUYV-encoded (raw) stream, which requires significantly more bandwidth to transmit than a H264-encoded stream, so if you don’t have a high bandwidth tether connection you could be sending too much data for the connection to cope with, in which case poor streaming performance is to be expected.
If your camera supports H264 output then please use that instead, otherwise it may help to use MJPG if that’s available. If YUYV is the only option then you’ll either need higher bandwidth networking hardware, or a different camera.
