I don’t have much to personally contribute to this discussion, but you might find it valuable to look at the various service types listed in our Service Providers directory 
I think there is an opportunity to make money doing inspection of hulls, rudders, etc., as well as harbor infrastructure. Without an ROV, they have to use divers which is expensive.
And the ROV can be used as a tool for divers to reduce risk.
