I’m clearing through a backlog at the moment and found that I forgot to send this response:

I haven’t used MAVROS or Simulink to control an ROV before, but my main thoughts here are that

• it may help to explicitly set the system ID to 255
• you may need to send repeated signals to avoid the pilot input failsafe
• it may help to try using RC_CHANNELS_OVERRIDE instead of MANUAL_CONTROL
