Chan3_raw and servo3_raw don't match

Hi, I’ve uploaded the BlueROV2 Heavy Configuration Parameter List. In Disarmed mode I get the attached values in the MavLink Inspector. I’m curious why chan3_raw and servo3_raw don’t match.

RC are the inputs, Servo are the outputs. There is no 1:1 correspondence between them.
