There’s some possibility you’re being rate limited by Docker Hub, in which case it may help to log in to Docker Hub through the BlueOS Version page.
Looking elsewhere online, this could also be due to a network configuration issue from your proxy server, firewall, or DNS server(s). It may be worth trying a different network (e.g. a mobile network instead of a corporate one), but if that doesn’t help this comment describes some potential alternative solutions.
