Using the BR charger I’m noticing that it stops at 7.69Ah instead of the 15.6Ah capacity. Granted it’s allowed to go up above the 14.8v nominal to 16.8, but seems like it’s missing half of the power capacity. Am I missing something here?

That number is the “capacity charged” (i.e. in the latest charging session), not the total capacity of the battery. Presumably in this case you started charging from ~50% capacity, so the charger only needed to charge the remaining 50%.
If you start start a new charging task right after you’ve finished charging it then the final number there should be close to 0mAh, because the charger didn’t need to put much/any extra energy in to complete the charging of the battery
