I have a problem with a charger or maybe a battery.
I am trying to charge pack of 4 blue robotics Li-ion batteries 14.8V / 18Ah as the picture shows but after cca hour and 40 minutes I got the message that the charging is terminated and other that displays “Capacity over break down”.
Does anybody know what is the cause of this problem and how to fix it?

The charger you’re using has the capacity limit set lower than that of you 4x parallel pack! You can either simply ignore, and keep charging until the pack finishes, or change the settings to increase the capacity limit so you can charge to full without interrupting…
Please keep the balance connector of the overall pack connected during charging!
Can you tell me something about potential security issues. Is there a possibility of overcharging or any other harm that can happen to batteries once i set capacity limit lower?

Once you set the capacity limit higher, the battery charger will still complete the constant current / constant voltage charging cycle, topping the battery back off at 16 volts / 4.2 volts per cell. No (extra) risk is present -just make sure the balance connector of all the batteries are properly connected in parallel to the charger.
