Vacuum Hand Pump failure

I am in the process of building the BlueROV2 and am at the “Optional Preliminary Vacuum Test” step. But my hand pump (came with the ROV kit) is not holding pressure. I’ve pulled all of the clear tubing off and only have one of the black rubber stoppers on the pump.

After pumping up to >15 inHg, the needle falls steadily taking about 5-7 seconds to fall from 15 to 0.

Any advice for how to trouble shoot a leaky hand pump? Or do I need to get a replacement?
