I was wondering where the 2D drawings for the open source WTE designs are provided. I checked the CAD files provided as well as the technical references page. I found old forum posts discussing that 2D drawings were provided:

The comment you linked to is discussing 2D drawings for the newer locking enclosures, not for the open source ones. Those drawings can be found in the technical details section of the relevant product pages.
Is there information you need that isn’t accessible from the provided 3D models?
In case it’s relevant, I took a look through our old website files and managed to find that the drawings we used for our original acrylic enclosures are still available:

I was wondering if the 2D drawing for the open source non-locking flanges were provided because I was thinking of having them manufactured for a personal project. The 2D drawings would be immensely helpful as they contain the appropriate tolerancing for the O-ring grooves
Sorry, I somehow missed the “flanges” part of your title.
I took a look and have added the relevant drawings to the technical reference. Unfortunately I only managed to find drawings for the 2" and 3" flanges in our existing website files. The 3" one was duplicated, so perhaps that was uploaded twice instead of having one for the 4" enclosure 
That doesn’t seem to be the case. It should be possible to measure the o-ring groove dimensions off the 3D models, but neither the groove dimensions nor the manufacturing tolerances are called out on the drawings.
