New 18 hole 4" endcap compatible with old flange and tube?

I have a BlueROV2 R1 with the original (non-locking) 4" acrylic tube, flanges, and 14-hole endcap. Can I swap in a new 18-hole endcap with this setup?

Yes! The 4" series 18-hole end cap is compatible with the old non-locking flanges.
