I was messing with HEARTBEAT system_status messages. It sends mav_state_critical message when I don’t send any control messages. I am sending heartbeat messages but when I stop sending manual control messages system status turns to MAV_STATE_CRITICAL. Is it a normal behaviour or is there a problem with the vehicle?

Presumably you’re running into the pilot input failsafe, in which case MAV_STATE_CRITICAL does seem to be the most relevant of the MAV_STATE options.
