How to control current usage of T 200s

Hello! I am on a MATE rov team and we’ve had a problem with understanding how to control our power usage. for our category of Ranger, we are allotted 12 volts by 25 amps. we are looking to have 4 T 200 thrusters to augment 4 other thrusters we made in house. the problem is that, when high throttle, the thrusters would draw the entire 25 amps and cut off cameras and controls till they themselves shut down. We want a way to limit the current usage of thrusters in a hard ware way. We will cut down the PWM signals such that they can’t ever be full, but we’d also like a way to hard limit the current usage so that our thrusters can only use max 22 amps of our power supply.

Still software, but there are Ardusub parameter for max current:
MOT_BAT_CURR_MAX

I am also looking for a hardware way to limit the current draw from the motor. I have a problem that the motor stalls and need rebooting.

How about something like these auto rest fuses on the thruster power source?
