What operating system is used in the Pi 3 in BlueROV2?
What program is used? Is it proprietary?

It runs Raspbian Stretch.
The software running on it is the Companion. Most of our software is opensource and can be found at our GitHub.
Keep in mind that we suggest users to use the image instead of installing from scratch, since the installation script needs some updates.
